What's All This PURPA Talk?

Although revisions to PURPA were actually included as part of the Energy Policy Act (EPAct) passed by Congress last year, there has been much more interest in these requirements by electric distribution cooperatives recently. Perhaps much of this interest is due to the NRECA workshops that have been conducted to inform cooperatives about the new requirements and how they apply to cooperatives.

Direct Load Control Gaining Renewed Interest

With the price of natural gas and coal rail costs on the rise, electric cooperatives are looking at options to better control energy costs. A recent cover story in RE Magazine highlighted some of the challenges electric utilities are facing as well as how they are responding to better control power costs. Also, politicians in Washington are feeling the heat from constituents as gasoline prices have soared to over $3.00 per gallon in many parts of the country. As a result, there has been a renewed interest in energy conservation and demand side management programs by many utilities. In particular, residential direct load control programs that were very popular over ten years ago are now being re-evaluated by electric cooperatives. New residential load management technologies that now provide greater flexibility and more control options for customers are being developed and deployed.

Tax Incentives for Energy Efficiency

The Energy Policy Act of 2005 includes new tax incentives for consumers, businesses, and manufacturers to promote energy efficiency.  Electric cooperatives may have opportunities to leverage and promote these new tax incentives with consumers and home builders.  The tax incentives which will have the greatest interest to cooperative members include home efficiency improvements, energy efficient appliances (including air conditioners and heat pumps), new home construction, commercial buildings, and solar systems.  Each of these incentives are described in more detail below.
